Instructions

  1. Preheat your oven to 350°F (175°C).
  2. In a medium bowl, mix flour, sugar, cocoa powder, baking powder, and salt.
  3. Add milk, oil, and vanilla to the dry ingredients and stir until combined.
  4. Pour the batter into a greased baking dish.
  5. In a separate bowl, mix brown sugar and cocoa powder, then sprinkle over the batter.
  6. Pour hot water over the top without stirring.
  7. Bake for 30-35 minutes until the cake is set.
  8. Let it cool for a few minutes before serving.
